We handle the issuance of building permits with a complete set of studies for swift approval. Any construction project requires the issuance of a building permit, along with the necessary studies to legally cover the construction work to be carried out.

Such projects include the construction of any new building made from any material, the extension of an existing building, demolition, structural strengthening of a building, legalization of a building, etc.

The building permit is issued by an engineer after approval by the respective building authority of the relevant municipality. Common categories of permits include Category 1, 2, 3 Building Permits, Small-Scale Permits, and Article 30 certificates.

Building Permits

Category 1

  • Construction of a special building in a designated area, with an area greater than one thousand (1,000) m² of built-up space, and construction of a building with residential use exceeding two thousand (2,000) m².
  • Construction of a special building in an undeveloped area or within a defined boundary.
  • Construction of a residential building in an undeveloped area or on a non-compliant plot.
  • Extension of a legally existing building.
  • Construction and works on monuments listed by the Ministry of Culture and Sports.
  • Construction and works on preserved buildings designated by the Ministries of Environment and Energy and Culture and Sports.
  • Construction, extension, or works on plots or sites within protected areas of Article 19 of Law 1650/1986 (A' 160), or zones such as archaeological sites, historical locations, traditional settlements, or parts of a traditional city.
  • Construction or extension in plots or sites adjacent to defined streams.
  • Construction or extension in plots or sites and works in plots or sites adjacent to the defined coastline.
  • Fencing of plots facing international, national, or provincial roads or in plots subject to expropriation.
  • Works for the installation of underground tanks for liquid and gas fuels at fuel stations.
  • Works for the reconstruction of buildings and structures that fall under the provisions of Presidential Decree 8.2.1979 (D' 130), unless stated otherwise in more specific regulations.
  • Any case not falling under Categories 2 and 3.

Building Permits

Category 2

  • Construction of a building on a plot within a settlement existing before 1923, without approved boundaries.
  • Legalization of buildings, constructions, and changes of use that fall under paragraph 5 of Article 4 of Law 4067/2012 and Article 106, as well as the legalization of unauthorized works under small-scale works.
  • Construction, extension, or work on plots or sites where inspection by the competent Urban Planning Authority is required.

Building Permits

Category 3

  • Construction of a building within an approved plan area, with an area up to one thousand (1,000) m² of built-up space for special buildings, and up to two thousand (2,000) m² of built-up space for buildings with residential use.
  • Construction of a residential building in an undeveloped area, where cadastral surveys and an approved General Urban Plan (GUP) or Special Urban Plan (SUP) exist, and the plot is compliant.
  • Construction of a building in a plot within a designated settlement according to the Presidential Decree of 24.4.1985 (D' 181) for buildings with residential use.
  • Extension of a legally existing building, with residential use.
  • Extension of a legally existing building with special use, provided that the extension does not exceed fifty percent (50%) of the existing construction, within an approved area.
  • Changes of use in buildings or independent horizontal or vertical properties located within or outside planning areas.
  • Construction of a swimming pool, if not covered by small-scale construction work approvals.
  • Retaining walls, enclosures, and fences not falling under small-scale work category, subject to Category 1 exceptions.
  • Works for the installation of underground and prefabricated water tanks, as well as sewage tanks.
  • Repair works and changes in the layout of legally existing buildings not falling under the cases of Article 30.
  • Works under paragraph 2 of Article 29 requiring a building permit according to their budget.

Works allowed with a small-scale permit

The tasks that can be carried out with a small-scale permit are as follows:

  • Test excavations of the soil and excavation following a document from the archaeological service, and for works required for geotechnical research.
  • Installation of prefabricated homes to meet the housing needs of disadvantaged and special population groups.
  • Pumping installations and buildings with the minimum necessary dimensions for their housing.
  • Construction of underground cemetery facilities.
  • Installation of temporary structures.
  • Construction of an elevator.
  • Tree cutting within approved town planning plans, Z.O.E., and in settlements.
  • Underground distribution or measurement and regulation stations for
  • Installation of scaffolding.
  • Installation of construction site cabins.
  • Excavation of cable routing trenches within the plots or parcels of liquid fuel stations for the installation of input-output systems.
  • Works for external painting, replacing railings, repairing coatings, or repairing facades using scaffolding.
  • Cladding of facades and replacement of glass panels using scaffolding.
  • Construction of pergolas with an area greater than fifty (50) m² in uncovered spaces, gardens, ground-floor terraces, and pergola construction on rooftops, outdoor spaces, and open balconies regardless of the area.
  • Installation of an uncovered water tank or pool, with a maximum area of fifty (50) m², compact type.
  • Ventilation ducts and other installations.
  • Internal rearrangements, as well as works for change of use, for which no building permit is required, provided that the load-bearing structure of the building is not affected, and the loads and seismic importance category do not worsen according to the seismic code.
  • Construction of planted rooftops and planted surfaces.
  • Installation of external thermal insulation or passive solar systems on exterior facades.
  • Maintenance and repair of roofs using scaffolding.
  • Simple stone walling up to a height of one (1.00) meter or fencing with light material on plots in non-planned areas and in settlements without city plans.
  • Fencing with temporary construction, such as wire mesh, in plots not subject to town planning in areas with city plans.
  • Construction of a single stone-built storage facility per cultivated farm, with an area of up to fifteen (15) square meters and a total height, including the roof, up to three (3.00) meters, after approval by the competent Directorate of Agriculture.
  • Construction of hearths and ovens with chimneys for professional use.
  • Construction of fireplaces with chimneys in horizontal properties for residential use.
  • Roof reconstruction.
  • Functional merging of spaces.
  • Installation of antennas, except for radio and television signal reception antennas, as well as radio communication and mobile phone antennas.
  • Installation of autonomous heating systems.
  • Canopies and shelters, under certain conditions.
  • Interventions in building facades to modify or create new openings, were allowed.
  • Temporary wooden structures for auxiliary use up to 8 m² and with a maximum height of 2.50 meters, placed in uncovered areas.
  • Works for the installation of photovoltaic systems.
  • Works for the installation of wind turbines.
  • Separation of horizontal properties.
  • Installation of noise protection structures (sound barriers) on rooftops or uncovered areas of existing special buildings, to absorb sounds from air conditioning machinery.
  • Installation of prefabricated kindergarten classrooms, outside traditional settlements.
  • Construction within a plot to create entrance spaces for plots and grounds.
  • Installation of small and large Green Points.

In order to issue a small-scale permit

To carry out one of the above tasks on an existing property, the following is required:

  • Notarial documents, cadastral documents, owner’s details.
  • Verification of its urban planning legality.
